House Restores Highly Successful COPS Hiring Program
Washington, D.C. - Congressman Nick Lampson (D-Stafford) today joined a bipartisan majority in the House to pass H.R. 1700, the Community Oriented Policing Services ("COPS") Reauthorization Act, funding over 2,500 police officers for Texas over the next six years.
"Under the COPS hiring grants program, our nation experienced a significant drop in crime rates - and independent studies confirm that these grants played a major role," said Congressman Lampson. "I am proud to vote for this measure to continue the highly successful COPS hiring grants program."
The grants, created in 1994, aim to hire an additional 50,000 police officers nationwide over the next six years. From 1995 to 2005, this program helped local law enforcement agencies hire 117,000 additional police officers, significantly reducing crime nationwide. Over those 10 years, Texas received $459,123,973 in COPS funding, which led to the hiring of more than 6,000 police officers.
A nonpartisan GAO study found that "COPS-funded increases in sworn officers per capita were associated with declines in rates of total index crimes, violent crimes, and property crime." According to the study, between 1998 and 2000, the hiring grants were responsible for reducing crimes by about the rate of 200,000 to 225,000 incidents - one third of which were violent crimes.
By 2006, funding for the program had severely diminished. Earlier this year, a report by the Police Executive Research Forum, a prominent law enforcement association, found that violent crimes rose by double digit percentages over the last two years. Cities surveyed since 2005 had an increase in various categories of violent crimes.
The COPS bill has been endorsed by the International Association of Chiefs of Police, the National Sheriffs Association, the Fraternal Order of Police, the National Association of Police Organizations, the U.S. Conference of Mayors, and the National League of Cities.
